Industry: Victorian Water Industry

Time: 2012 - 2013

Project Description

Goulburn Murray Water (GMW) identified that its core Water Resources Information Management System environment required modernisation in order to enhance customer services, improve business efficiency and to reduce business risk, and sought a partner to support and guide them through the process of delivering the right solution.

GMW manages a complex business supplying water from dams, groundwater aquifers, and unregulated streams. The Water Resources unit within GMW is responsible for managing surface and groundwater resources across a vast area of the state of Victoria. This involves implementing government regulations and policies for surface and groundwater, trading water shares and allocations, licensing water usage, and for making the seasonal allocation determinations for all Victorian entitlement holders.

Accurate, real-time water data is needed to effectively meet all of these responsibilities. GMW management identified that its information system environment no longer met core business requirements. While existing systems were suitable when developed, GMW staff relied upon a myriad of MS Excel spreadsheets and MS Access databases to perform normal business operations, creating a silo based information system culture.  However, GMW was seeking an efficient centralised information management system solution to service all current and future requirements in a very specialised and core business field.

Sublime Business Solutions Engagement

Sublime Business Solutions was appointed to provide guidance, expertise and project management services to GMW to deliver the best solution.

Key Services provided by Sublime Business Solutions included:

  • Performed Business Analysis to scope the required solution
  • Established the Detailed Functional Requirements
  • Developed the Tender Documentation
  • Managed the Tender Process
  • Created and Managed the Tender Evaluation Process
  • Project Management of the project from start to implementation completion
  • Project Governance
  • Contract Management
  • Vendor Management
  • Change Management

The thorough requirements analysis, and tendering and implementation processes unearthed a functionally superior and more cost effective solution to GMW’s requirements than any other in use in Australia at that time, and led to the deployment of the Aquarius software solution.

With Aquarius, all hydrological data will be stored, quality controlled, and analysed using one modern platform.  GMW is very pleased with the results, and the benefits, both current and future, of investing in this solution.
